Which of the following most accurately describes the problem?

• A 12 month 20vehicle licence has been granted

to Uttoxeterbased Till & Co, found to have a good roadside check record. Out of 46 vehicles checked in a year, only three were found to have problems, ruled a public inquiry before West Midland Traffic Commissioner John Mervyn Pugh. The company was seeking to replace a licence previously held by directors Peter Till and his wife as a partnership.

The proceedings had earlier been adjourned to enable 12 vehicles in possession to be put through fresh MoT tests (CM U17 March).

For the company, Graham Hough said three of the prohibited vehicles had been inspected in the garage and should not have gone on the road in that condition. Defective brakes and tyre offence fines had been paid in full and all 12 vehicles passed new MoT tests.

Granting a licence for 12 months Mervyn Pugh said any operator who came before him on disciplinary charges was of necessity put on a short term licence.
