Which of the following most accurately describes the problem?

ITTING jointly at Reading last week, the East Midland, South Eastern and Metropolitan Traffic Commissioners granted Thames Valley Traction Co. Ltd. increases in children's fares, scholars' term tickets and adult three-monthly season tickets. The Commissioners were told that allowing for a two per cent passenger resistance, the estimated additional revenue would be £94,000 in a full year.

Children's fares will go up from half to three quarters of the ordinary fare, scholars' tickets by amounts ranging from 15 to 50 per cent, and adult season tickets by 10 per cent. There were objections from Berks, Bucks, Surrey and Hants County Councils and from 24 other local authorities.
