Which of the following most accurately describes the problem?

MEM' Monday (April 4) the Mersey Docks and Harbour Board is to set up its own cargohandling section at Liverpool. This move, which is in line with the Rochdale Report recommendation that the Port Authority should be one of the Port employers, will concern cargoes at five berths— NW and SW Langton, West Brocklebank, NW Canada and Middle West Canada Docks.

A cargo-handling office, under Mr. A. D. Donald, is being set up at West Langton Docks. Initially, only incoming cargo will be handled: export cargo will be handled "as soon as practicable".
