Which of the following most accurately describes the problem?

I by Chris Tindall Five companies have been fined £128,000 with £53,000 costs after asbestos was dumped in a public area during refurbishment work at one of the Midland's busiest motorway service areas.

Stafford Crown Court heard that the Hilton Park northbound services near Cannock was closed for two days after asbestos was discovered in April 2000.

Mark Harris, for the Health and Safety Executive (HSE), told the court it was not until a ceiling tile was found with a label warning of the asbestos that work was halted. By then the tiles, half of which were broken, had been placed in an open tip in a car park.

"The alarm bells should have gone off straight away but no-one considered asking the question of what the tiles were made of," he said. "It was not considered whether members of the public walking past would be exposed to danger." The five firms are Moto Hospitality, Simons Construction. KMB. AUX Hill and Monitor Environmental.

Moto Hospitality was fined £50,000. A Moto spokesman says: "We would emphasise that at no time were members of the public or our staff at any risk.

"However, we were in breach of the health and safety regulations, as indicated by our plea of guilty to all charges against us." he says.

A spokesman for Nottingham-based Monitor Environmental. which was 18,0130 says: "Appropriate action been taken and procedures have put in place to ensure that this doe happen again."
