Which of the following most accurately describes the problem?

Triangular reflectors of the type which will become a legal requirement on all new semi-trailers on July 1 1970 and all other trailers from July 1 1972, have been introduced by HELLA. One unit designed for semi-trailers has no background and is secured by two fixing screws based on 2.75in. centres drilled on a centre line struck vertically through the apex of the triangle. A second unit for drawbar trailers is equipped with a white border 0.5in. wide surrounding the reflector triangle; the mounting holes are the same as on the semi-trailer type.
