Which of the following most accurately describes the problem?

• On October 1 Norwich Union s introducing improved terms for commercial vehicle insurance. Under a new three-point plan policyholders, it is claimed, will benefit from wider cover, quicker service and, in many cases, lower premiums. The policy will include, at no extra charge: legal liability to passengers; costs of up to £250 for defending a charge of manslaughter, or reckless or dangerous driving causing death (drivers over 21 only); liability for damage to third parties' property, up to £100,000 (including damage to roads and bridges); legal liability of passengers for their own negligent actions; liability arising from a trailer attached to an insueed vehicle.

The no claim discount scale for goods vehicles, coaches and contractor's plant has been improved as follows: 10 per cent after one claim-free year; 20 per cent after two consecutive years; 30 per cent after three or more consecutive years.

Premiums for many goods vehicles have been reduced. For example a man with a 12-tonner based in London, using the vehicle for long distance haulage for hire or reward, pays £188 8s for comprehensive insurance, with passenger risk and three years' no claim discount. In future his premium will be reduced to £147.

For brokers participating in the Nu-Way Scheme the Norwich Union now offers the same 24-hour turn-round on goods vehicle policies as already operated for private car business.
