Which of the following most accurately describes the problem?

by Derek Moses • Sir Richard "Sam" Way, formerly Permanent Secretary at the Ministry of Aviation and chairman of Lansing Bagnall, the fork-lift truck firm, will probably replace Sir Maurice Holmes as chairman of London Transport when the new executive board is appointed. The new board will take over after LTB's central buses and Underground railway network are transferred to the Greater London Council under the provisions of the Transport (London) Act 1969.

A spokesman for the GLC told me on Tuesday that "there have been discussions with Sir Richard regarding his appointment as chairman but no decisions have been reached on either side". London Transport itself would make no comment on this subject but a spokesman for the Ministry of Transport stated that Sir Maurice had intimated that he did not wish to remain chairman when the new executive is formed. He added that no date had been agreed for the cessation of office by Sir Maurice.

Under the terms of the Act, the GLC is the body which will in future appoint members to the executive which will run London Transport. Even if Sir Richard, who is also a parttime member of the board of BOAC. accepts the new appointment, it cannot be confirmed until the first full meeting of the GLC after vesting day—a date yet to be determined.
