Which of the following most accurately describes the problem?

THE South Eastern Licensing Authority, Mr. H. I. Thom, at Southampton last week heard an applicaCon by Pitter Bros., of Southampton, which was a sequel to earlier proceedings last April, when the company were said to have been "less than frank in their description of a trailer as flat when, in fact, it was a semi-low-loader.

Since then the vehicle has been operating on a short-term licence carrying cable traffic for Pirelli General, and the firm now applied for a substantive licence for the trailer in question.

Mr. T. Corpe, objecting on behalf of Bakers Transport, Ltd., agreed that Pitter Bros. were established as hauliers, for Pirelli's, of cable drums weighing about 24 tons and between five and six feet high, conveyed from the works to the docks.

But the semi-low-loader enabled them to carry 9-ft. drums weighing 9 to 10 tons for delivery to roadside contracts and to stores. This type of work was entirely new for Pitters and had hithertobeen exclusive to Bakers and to B.R.S.

Mr. Thom held that need should be proved before this new work could be

carried out. Until such evidence was forthcoming he could not grant the application.
