Which of the following most accurately describes the problem?

• British Oxygen has introduced a new patented cylinder handling and transport system for trunking industrial gas cylinders between BOC branches. utilizing 24-ton artics, with trailers equipped with special pallets. The company has now taken this system a stage further at its Coventry branch using it on the vehicles that make deliveries to customers. A fleet of nine new Bedford KHM 13-ton lorries has been purchased. These are fitted with bodies to suit BOC's patented system of palletization. The pallets are located by pintles to ensure they meet both statutory and the company's safety requirements.

The pallets can carry 15 oxygen, 12 dissolved acetylene or 12 miscellaneous cylinders. They will normally remain on the lorries during its delivery trip and the full and empty cylinders will be transferred to and from the customer by means of the electrically operated hoist at the rear of the vehicle.
