Which of the following most accurately describes the problem?

THSouth Eastern deputy Licensing F Authority, Mr. A. C. Shepherd. decided at Eastbourne on Monday that an application by S. C. Willingham, of St. Leonards-on-Sea, should be republished. The firm had asked for an extension of a B licence for an additional six vehicles.

Miss Elizabeth Havers. for the applicant, said that there should be a redeclaration of user as it was intended to employ the additional vehicles almost entirely for transporting fruit and vegetables from dock to markets in the south.

Appearing for four firms opposing the application—W. E. Reeves. E. H. Nicholls, John Jempson and Son and Matthews of Hailsham—Mr. Richard Yorke said the conditions of licence for the applicant's existing vehicles related mainly to building and agricultural materials. There was no specific mention of fruit and vegetables and if this had been stated in the present application he felt that other firms would have been among those. who opnosed. Mr. Yorke asked for republication of the application so that these outside firms could consider the position.

Mr. V. G. Huggan, opposing on behalf of British Railways, supported the request. The deputy LA said there was an important departure from normal user and in justice to the people interested in this sort of traffic _he must accede to the request.
