In his paper on the legislative influences on commercial vehicle design in Europe, Mr Baxter emphasized that the prospects for heavier (and maybe slightly larger) goods vehicles in the UK seemed bound to depend on progress made in introducing quieter, cleaner, safer and altogether less obtrusive designs. He thought the 6 bhp/ton minimum power-to-weight ratio, coupled with a smoke limit complying with BS AU 141a would in many instances result in bigger engines and a wider application of turbocharging.
