• Following the non-appearance of three Scottish operators to Section 69 inquiries held in Glasgow, the Scottish LA, Mr A. B. Birnie, instructed that they be informed that they had not exercised their right to appear and in not doing so would seem to have indicated acceptance of the justice of the hearing. Mr Birnie ruled that the penalties should be suspended for a given period allowing each to apply for a hearing if a satisfactory reason for non-appearance that day could be given.
