Hill and Co Ltd, civil engineering contractor of Chelmsford, Essex, claimed it was not aware of the regulations governing the requirement of 0 licences which applied to three of its vehicles.

This evidence was given to Chelmsford magistrates on Monday when the "firm pleaded guilty to nine charges of unauthorized use of three vehicles.

Prosecuting solicitor, for the Licencing Authority, said that the offences came to light when a vehicle was stopped during a routine vehicle check and was found to have no licence. Subsequent checks at Hill's offices brought to tight the other offences.

For the company it was said that the manager in charge of transport had, at that time, no idea of the need for 0 licences. The vehicles carried goods for the firm's own use and there was no question of financial gain or using the vehicles for hire or reward. Since the offences had been pointed out an application for licences had been made and an interim licence granted.

Hill was fined for the first offence on each vehicle and £2 for each of the remaining six offences.
