• At the IRU Congress at Estoril, Portugal, this week Mr G. K. Newman, RHA director-general, introduced a resolution on the TIR convention. It called for TIR facilities at all customs offices, standardization of the surety at not more than 100.000 Swiss francs per carnet, exemption of guaranteeing associations from the payment of fines and automatic cancellation of the guarantee when the goods are destroyed or unintentionally lost.
