THE Tribunal imposed a restriction on a grant by the North Western Deputy Licensing Authority to Mr. A. Mealor, of Whitby, Ellesmere Port, which allowed him to add a gully emptier vehicle to his B licence.

The authority gave him permission in September last year to use a vehicle for the collection of industrial waste products, emptying cesspits or septic tanks within a 10-mile radius of his base, and for the disposal of the waste within a 50-mile radius of base.

The Tribunal restricted the use of the vehicle to "emptying and removing oily sludge from the works of Lobitos Oilfields, Ltd., of Ellesmere Port, and to disposing of the sludge within a 50-mile radius of base."

The decision was the result of an appeal by A. E. Woodham (Cleansing Services), Ltd., of Shrewsbury, asking for the Licensing Authority's grant to be repealed.

Mr. G. P. Crowe, for Woodham's, told the Tribunal that his clients had three gully emptiers, two at Shrewsbury and one at Wrexham, 17 miles from Ellesmere Port.

He contended that Mr. Mealor had not produced sufficient evidence to justify the Licensing Authority's decision, and that the demand for the service Mr. Mealor intended to provide .,vas so small "it would not justify the additional vehicles entering into this specialized business.
