Which of the following most accurately describes the problem?

• A scheme to encourage the creation of new businesses in Scotland played a vital role in the formation of more than 1,000 transport businesses in Scotland last year.

The Business Birth Rate Initiative, launched five years ago by the Glasgow-based development agency Scottish Enterprise, works through local enterprise companies to help new businesses.

Backing includes help with finding staff and partners, and raising investment and small grants.

Last year, out of 25,000 new businesses set up in Scotland, some 25% were helped by the Birth Rate Initiative, says Bob Adams, general manager of Scottish Enterprise. He adds that the initiative is already "well known" in Scotland and very popular.
