Which of the following most accurately describes the problem?

Try these for size: you can't teach an old dog new tricks.., you can take a horse to water, but you Can't make it drink.., there's no such thing as a free lunch.

Overused sayings perhaps, but there's more than an ounce of truth in them all—particularly when it comes to hauliers' perceptions of the Road Haulage Modernisation Fund (RHMF).

The survey carried out by CM this week (see pages 4, 14 and 15) shows just how few operators know anything about the fund—and how to access the /87.1m that's been earmarked for UK hauliers. It's somewhat alarming for CM since we've written lots about it—and for the Department for Transport, which has spent a lot promoting it.

But when we did tell operators what was available, many were interested in finding out more, and 95% believed the L5om of unspent funds should be rolled over after the scheme ends next April. But the government has warned that operators need to "demonstrate their enthusiasm" for the RHMF before it will consider extending it.

And there's the rub. The Treasury has earmarked the money for our industry and we're not spending it.
