There is no central information line for the fund, so you must first decide which part of the scheme you are interested in and then speak to whoever is dealing with it. This will not necessarily be the Department for Transport as the department has delegated administration of parts of the scheme to different organisations, including the Road Haulage Association and the Freight Transport Association.
