Which of the following most accurately describes the problem?

• North Western Licensing Authority Martin Albu has rescinded a decision to revoke the interim licence of Formby Transport Services. The company is run by Dennis Appleton, a director of I) E Appleton (Haulage), whose licence for 30 vehicles and 26 trailers was revoked on maintenance grounds last September.

Formby Transport Services was granted interim authority to operate 12 vehicles and trailers last November. In June the Traffic Area revoked that authority following 14 prohibition notices. The company requested that the decision be reconsidered pending the hearing of its application for a substantive licence.

Reinstating the interim authority, Albu said six vehicles and trailers were issued with prohibition notices in June out of eight examined.

However, none of them had been immediately dangerous. Action had been taken by the company over a tyre problem and he did not feel matters were serious enough to justify revocation of the interim authority.
