The Council contended that a stand should be taken on the matter of withdrawal of bus services, that the time had come for general principles to be laid down in this respect and that consideration should be given to the question of providing public funds to keep certain rural services going. The Minister did not think this case provided an appropriate opportunity for a declaration of general policy on a very difficult matter; such policy would have to take account of a wide range of circumstances and factors going well beyond the ambit of this case and his own jurisdiction in it.
