Which of the following most accurately describes the problem?

BANS ON LATE-NIGHT deliveries to big shops such as supermarkets may become harder for local authorities to justify following the publication of government guidelines later this year.

The Department for Transport (DfT) has confirmed that it will be publishing a new guide that brings together all current advice on late-night deliveries. Many local authorities currently ban night deliveries, particularly in residential areas.

But a DfT spokesman played down some reports that the new guidelines would stop local authorities from implementing the bans: We won't be forcing them to do anything. It's down to them in the end. This will just bring together in one place all the considerations and powers they already have The guide will show current regulations and highlight the use of working practices such as the turning off of reversing bleepers at night to avoid disturbing local residents.

The British Retail Consortium (BRC) says that more than half of UK shops are subject to delivery bans of one type or another. It believes relaxing the bans by one or two hours could save millions of pounds.
