Which of the following most accurately describes the problem?

a The Transport Tribunal has upheld the revocation by Western Licensing Authority Air Vice Marshal Ronald Ashford of Basingstoke-based Brooker Transport's licence on financial grounds. The Tribunal has delayed the date the dismissal of the appeal is to take place until the end of January giving the firm its last chance to put the relevant material before the LA.

The Tribunal said the firm did not respond to requests for an explanation for a dishonoured cheque for k1,5°0 for vehicle excise duty and for financial information. Investigation revealed convictions for using an untaxed vehicle and two for failing to return tax discs after cheques had been dishonoured. Of seven vehicles on the licence in June 1993 three were untaxed.

At a subsequent public inquiry Margaret Brooker, a partner, claimed the firm had appealed against one of the convictions. When the LA questioned Mrs Brooker, he was obliged to point out from time to time that her explanations were not borne out by the facts.
