The North Eastern district says: "With the review, some members think the RHA should take an industry watchdog role. Although there are no specific membership proposals at present I am sure it is only a matter of time before some members want a change in membership policy. If hauliers do suggest policy changes, we shall look long and hard at them."

But some districts foresee problems if such a policy is accepted by the RHA. The Scottish district says it would be difficult for the association to reject hauliers which had won the acceptance of Licensing Authorities.

The Magistrates Association's deputy chairman of the Road Traffic Committee Douglas Anderson believes a probation scheme would be unnecessary. He says the reputation of well known companies seeking to join the RHA would already be known in the industry. However, he says it would be a good idea for new or unknown firms.

The Freight Transport Association, says it would like to see more self-regulation in the industry, but has no plans for a selective membership policy.
