Which of the following most accurately describes the problem?

PERMITS for vehicles going to Portugal will have to stay at the same level as for 1978, according to a Department of Transport announcement published this week.

The Government has negotiated a 20 per cent increase in the quota but this has been swallowed by the ending of a temporary supplement of 15 permits a month.

But the Dip has also announced a new co-operation quota of permits for operators who provide Portuguese hauliers with backloads.

Under the new arrangements the co-operation quota has doubled from 125 to 250 and the DTp has urged operators to consider the cooperation quota if they need additional permits.

The supplementary quota was introduced in December 1977 pending the introduction of a co-operation quota which has now been negotiated.
