Which of the following most accurately describes the problem?

HAULIER P. Priestner, of Moore, has been refused permission from Warrington plans sub-committee to use land in the town for storage and lorry parking because the development would be likely to interfere with the free flow of traffic and increase the danger to other road users.

The committee was told the site was currently used as part of Rylands-Whitecross factory. Mr Priestner carried out extensive haulage contract work with Crosfields and to facilitate this wanted to use the building for storage and the open land for lorry parking. About five lorries a day would visit the site.

It was appreciated that use of the land would be to Mr Priestner's advantage by ensuring ease of access to Crosfields at all times and would probably contribute to a reduction in the local aggravation caused by the parking of lorries and trailers on adjacent cleared land and side streets.

But it was felt these reasons alone were not adequate to grant approval and the current use of the site was less objectionable in terms of heavy goods vehicle generation than would be the case if the application were approved.

Although the firm claimed a special relationship with Crosfields, there was no guarantee the site would be used purely to service the firm and consequently an all-purpose transport depot could result.
