Which of the following most accurately describes the problem?

• Responsibility for transport, traffic and highways is to be vested in the new County Authorities to be set up under the Government's local Government Reform plans, published in a White Paper on Tuesday.

There are to be 44 of them. In addition there will be six metropolitan counties covering Merseyside, South-East Lancashire and North-east Cheshire, the West Midlands, West Yorkshire, South Yorkshire and the Tyne and Wear, in which metropolitan district councils will be responsible for all transportation.

The White Paper says that in framing the proposals the Government has taken account of the fact that while transportation and land-use planning will increasingly depend on the framework of a regional strategy, the units responsible for these functions locally must be adequate in size and resources.
