Which of the following most accurately describes the problem?

A SPECIAL scheme of premium grants to selected firms was announced this week by the Road Transport Industry Training Board.

The scheme will give grants of £2,500 to companies for apprentices who will begin their training early next year. Grants will be made to employers who recruit apprentices in excess of their planned intake and involve the trainees in off-the-job training and further education.

It is hoped that as a result of this scheme some 600 young people will be found jobs. This is in addition to the 1,404 who were recruited under the Board's first special scheme.
