Which of the following most accurately describes the problem?

• Errors in the application form meant the withdrawal of the application of Mr William Henry Byrne of Willow Street, Girlington, Bradford, to run a bus service from the centre of Bradford to the Hill Top area.

Mr. Byrne, who runs a taxi cab and private hire coach firm, is to make a new application. Bradford Corporation and the West Yorkshire Road Car Co. Ltd., who operate services along the same route, are objecting to the application, Mr. Byrne said that people using the existing services had to change buses and the number of residents who would be eligible for the service in that area of the city was approximately 1,000.

A Yorkshire Traffic Commissioner's spokesman said the withdrawal would in no way prejudice the new application.
