Which of the following most accurately describes the problem?

On December 31 the Port of London Authority is closing the reception depot for small export consignments. which is located at No. 7 Shed, South Side, Victoria Dock.

In recent years several threats of closure have been staved off but the PLA said this week that the depot was now taking only about 65 tons of traffic a week and was losing about £13,000 a year. It could no longer be continued.

Charges raised to try to make the depot viable have proved too high for most potential users, and it has mainly been the trunk operators who have managed to absorb the charge in their rates. The PLA said this week that need for the depot had in any case been lessened by the appointments scheme now being operated in London docks.
