Which of the following most accurately describes the problem?

• Operators who have changed their addresses during the currency of their licences, and have neglected to notify the appropriate traffic area office, will not have received their operator's licence application forms. Delay could mean that the application will not be received in time for the operator to enjoy the transitional arrangements. He could, therefore, be treated as a new applicant and have his application published in As and Ds, rendering it open to objection. In addition, such an applicant would require to satisfy the Licensing Authority on all five points connected with the new application. Operators who hold A, B or Contract A licences and who have not received operator's licence application forms should contact their traffic area offices immediately.

It appears that some operators already fall into this category for CM has been advised that application forms sent out by the Ministry are being returned marked "Gone awayor "Not known at this address-.

It also seems that because of negligence in the past, operators may experience some difficulty when submitting their existing carrier's licence with the operator's licence application form. Having removed vehicles from their fleet in the past, they have neglected to advise the Licensing Authority; consequently, the vehicles still appear on the carrier's licence. It may have been that these vehicles were removed prior to plating and testing and, therefore, a plating certificate is not available so that the vehicle cannot be shown to be in service on GV77. The Ministry

suggests that operators who find themselves in this position should regularize their carrier's licences before submitting an operator's licence form.

In cases where, for instance, five vehicles are specified on the carrier's licence but only two remain in service, the other three having been scrapped, it is understood that operators applying for five vehicles on the operator's licence can expect close scrutiny by the Ministry and possibly an examination of their maintenance facilities, Ministry advice to all operators is: "Be sure that your carrier's licence is in order before submitting your operator's licence application form.
