Which of the following most accurately describes the problem?

• The Ministry of Transport has now • produced the form which will be used by applicants for operators' licences who are not already holders of carriers' licences.

Distinguished from the form prepared for existing operators by being printed on yellow paper, the newcomers' form differs in several important respects. For instance, it starts with a reminder that if the application includes any goods vehicles over 16 tons plated weight then a separate application must also be made for an A. B or C licence. Also, since newcomers do not get the advantage of the transitional arrangements, they are asked to certify that they will make proper arrangements for ensuring that drivers' hours and records rules are complied with and that arrangements will be made for ensuring that vehicles are not overloaded.

Unlike existing operators, newcomers are asked to state the garage or agent who will carry out vehicle inspections (where appropriate) and are also asked to supply a copy of any written maintenance contracts. They must also state where, and with what facilities, vehicles will be maintained, in cases where they undertake their own maintenance.

The new form asks whether the applicant or his partners or fellow directors have had any previous experience in operating goods vehicles, and seeks details of their past positions in such companies. It also asks whether 0 licences are held in any other traffic areas, and provides space for details of the licences and the vehicles which they cover. The form also asks for information about any operators' licences previously held, and the reason for their surrender (including revocation).

Where an applicant has not yet established his operating centre or centres, he is asked to give as much information as possible about the type and location of centres which he intends to acquire.
