Which of the following most accurately describes the problem?

BRITISH lorry drivers are thought to be involved in a multi-million pound cigarette smuggling racket uncovered by French customs officers last week.

Now two drivers are in French jails awaiting trial after the officers found ten tons of English cigarettes worth £180,000 in a sealed container said to be carrying office equipment. The men are 31-year-old Martin Burns of Bognor Regis and his companion Eric Jenkins who are now awaiting trial on smuggling charges.

A Foreign Office spokesman told CM that the men had been visited by the British honorary consul and were in detention.
