Which of the following most accurately describes the problem?

• Bradford Interchange, the combined bus and rail station and bus garage opened in 1977, is to be redeveloped.

West Yorkshire Passenger Transport Authority says that the Interchange loses £2m a year and only half the 72 bus stands will be needed in future. It will be rebuilt to provide a new, smaller bus station and shops or offices on the raised deck, retaining most of the present bus garage.

The shopping precinct will be enlarged and space will be left for developments such as trolleybuses or monorails. Revenue could be used to benefit "a wider sector of the travelling public," says PTA chairman Cllr Michael Simmons.
