And he endorses the planned training regime, if only because it sends out a signal to would-be managers that the industry requires high standards. "It says this is a professional qualification. People in that position have to know what they're doing,he says.

"One hundred and forty hours does seem a long time, but if we are looking to encourage people into the industry, it's a great thing to do. This would be a good start to boosting our image."

With that in mind, Burke is opposed to the use of outside CPC holders on a consultancy basis acting as transport manager for trucks that may be hundreds of miles away. "It's a problem with multiple depots," he says. "But you can't have a CPC holder in London running trucks that are in Manchester."
