Which of the following most accurately describes the problem?

A N application by Ribble Motor Services, Ltd., to increase and revise fares on Yorkshire services was granted by the Yorkshire Traffic Commissioners on Tuesday. The new scale is expected to yield additional revenue of £188,731 in a full year.

Mr. F. D. Walker, Preston, said the application was also made on behalf of joint operators—Pennine Motor Services, Ltd., Burnley, Colne and Nelson joint undertaking, West Yorkshire Road Car Co., Ltd., West Yorkshire Services, Ltd., and United Automobile Co., Ltd.

Mr. Walker told the Commissioners that since Ribble' applied for revisions in June there had been increases in operating costs totalling £203,000.

"It is this company's experience, and that of our joint operators, that there is what appears to be a permanent and substantial decline in traffic," he said. " Even assuming the present trends in traffic should continue, the grant of increases, if approved, will not meet the company's needs. We may have to come back in the near future."

The proposals fell into two groupsstage carriage services and express and limited stop routes. Existing stage carriage return fares up to Is. 6d. would go up by Id.; Is. 7d. to 2s, by 2d.; 2s. Id. and upwards by 3d. On express and limited stop journeys, fares up to 5s. would go up by 3d.; 5s. 3d. to Ms. by 6d.; 10s. 3d. to I5s. by 9d.; 15s. 3d. to £1 by Is.; and higher fares at the rate of 3d. for each additional 5s.

Period contract tickets in both groups would also be increased.
