Which of the following most accurately describes the problem?

FOLLOWING the formation of a National Council of Women at the close of Mrs. Borrowdale's address to the N.R.T.F. conference on the Thursday afternoon, a first meeting of this council was held on Friday morning.

There were 10 women present and one or two men. Mr. BorrowdaIe was elected to the chair and the meeting was addressed by Capt. Bibbings and Mrs. Duffield, the president. A keen and animated discussion followed, in the course of which several of those present, already active and experienced in anti-nationalization propaganda, described how they worked and gave a good deal of sound advice to the inexperienced.

Of the 60 present, no fewer than 45 volunteered to take an active part and agreed to form committees in their respective areas.
