GERMAN CONSORTIUM Toll Collect insists its distance-based road charging scheme will be launched on 1 January, despite concerns it is anti-competitive.

There are still three ways to logonto the system, with regular users encouraged to fit an On-Board Unit (OBU) into their cabs. The alternatives are to book a route manually over the interne or to use toll stations at Germany's borders.

But fears are mounting over a lack of service providers to fit the units in the UK. There are also worries that the system will discriminate against operators who choose not to register for an OBU.

"Many of us have been registered for the last 18 months; what we need to know is when [Toll Collect] is going to open service providers in the UK," says Michael Kendall for A&MTransport.

"Every time we ask we get knocked back."
