Which of the following most accurately describes the problem?

ivi ost countries have their fair share of road building

projects that are left hanging in the air but not as literally as this unfinished autobahn in Basle, Switzerland. The road to nowhere was originally intended to pass over the border into France easing the city of some of its heavy traffic. Instead, the uncompleted project has gathered dust for 20 years. If they don't want it, maybe we could buy it cheap and stick it up somewhere as a bypass, Yours truly would like to know of similar schemes in the UK.
