Which of the following most accurately describes the problem?

E managing director of a haulage con tracting firm told a deputy LA on Tuesday that his company had had difficulty in obtaining sub-contractors for collection and delivery work. Mr. G. Plant, of G. Plant (Haulage Contractors) Ltd., Macclesfield, was appearing before the North Western deputy Licensing Authority, Mr. A. H. Jolliffe, at Macclesfield. The company sought to add a fiat vehicle and a Land-Rover and trailer to its existing B licence conditioned for collection and delivery purposes.

Mr. Plant said the vehicles concerned were used on his own farm. The company operated 12 vehicles on A licence and one on B licence. The trend now was for each vehicle to carry a smaller load. It was necessary to make three or four collections to make up a full load for the A licence vehicle.

Questioned by Mr. J. S. Lawton, objecting for British Road Services, Mr. Plant said customers had asked him to give them a sample of the type of letter required to support an application. He agreed that most of the letters produced accorded with the sample. Mr. Lawton submitted that the applicant had failed to make out a case.

Mr. Jolliffe refused the application.
