Which of the following most accurately describes the problem?

LONDON TRANSPORT has made a "laudable" attempt to improve bus services with its planned reorganisation of routes and its attempt to relate timetables with the number of staff and buses available, says London Transport Passengers' Committee in its annual report.

The Committee says that it is early to measure the success of the changes but it hopes that the state of London bus services will be improved.

Like LT, the Committee appreciates the damage to bus services caused by traffic congestion and urges the Greater London Council to take measures to improve conditions for buses.

Among the suggestions from the committee taken up by London Transport are the fitting of larger route numbers on front destination displays of new Titans and Metrobuses to help long-sighted passengers. The Passengers' Committee also looked at the articulated bus concept and came to the conclusion that this was not the answer to London's bus problems because of the demands it makes on limited road and garage space.
