Which of the following most accurately describes the problem?

THE application of Manchester I Transport Department to pay its staff 2d, an hour more than the national minimum is to be heard by the Industrial Court on June 12.

As reported last week, the case has been referred to the court by both sides of the National Joint Industrial Council for the road passenger transport industry, who could reach no decision on Manchester's proposal.

Leicester Transport Committee decided last week to open negotiations to raise the pay of their bus crews above the national minimum.

"We would like to retain our existing staff, recruit more men and increase the efficiency of the department," said the chairman, elk. S. Bridges. "We think this is the way to do it."
