Which of the following most accurately describes the problem?

• Arbitrators have been called in to break a deadlock between unions and the Road Haulage Association over regional pay claims which are normally paid in January.

This year not a single deal has been reached.

Now the Transport and General Workers Union in the East and West Midlands has asked the arbitration service ACAS to mediate in the dispute. The TGWU is looking for "an offer of any description" from the RHA. But the RHA Midlands office remains adamant: "We have made a nil offer, we have no mandate to do otherwise."

Negotiations in other regions are progressing slowly, if at all. The Scottish area has also contacted ACAS over the issue; in Kent the TGWU and the RHA are considering their positions after holding a second meeting; and in the London area the TGWU has applied for a second meeting with its RHA regional council.
