Which of the following most accurately describes the problem?

NORTHERN Irish lorry driver Henry Begley, 38, was stopped on the A74 in Cumbria with an overloaded articulated lorry carrying meat bound for Manchester.

An order prohibiting him from removing the lorry from a Carlisle lorry park was made, but a day after being stopped he drove away down the MG.

He appeared at Carlisle magistrates' court last week charged with contravening the prohibition, imposed under the Road Traffic (Foreign Vehicles) Act 1972. He admitted the charge and was fined £30.

He also admitted exceeding permitted weight regulations, and failing to have the proper documents, and was fined £15 on each offence.

Mr George Worthington, prosecuting. told the court that Begley, of Crossmaglen, Northern Ireland, was stopped a second time at Southwaite service area on the M6, also in Cumbria.
