Which of the following most accurately describes the problem?

THE Ministry of Transport has circulated to

representative organizations revised proposals for regulations under the Road Traffic Act 1962 to permit the general use of advance warning signs on roads. After considering comments on the original proposals circulated earlier, the Minister has now proposed regulations in an amended form which would require the authorized advanced warning triangles to comply with a British Standard specification AU 47.1965 which contains a detailed specification designed to provide optimum visibility and durability. With regulations in this form, the use of advance warning signs which do not conform to the British Standard would continue to constitute an unlawful obstruction.
