Which of the following most accurately describes the problem?

.ARISARISING from serious delays at Hull Docks, ING result of one-day token strikes and goslow tactics practised there for some weeks, the Bradford and Districts Hauliers Federation (representing some 60 hauliers) decided at a recent meeting to introduce a scale of demurrage charges. On an 8-tonner the charge will be £12 per day, 12-tonner, £16 per day and 15-tormer or over, £20 per day. Four hours will be allowed for unloading.

A vehicle held up at the docks from one morning until late afternoon the following day will incur a demurrage charge of a day and a half. The Federation has made it clear the charges are raised with reluctance and would welcome goods being routeWvia ports other than Hull (COMMERCIAL MOTOR, January 7, 1966).
