Which of the following most accurately describes the problem?

A ROAD transport agreement with Finland will come into force next Thursday, Dr John Gilbert, the Minister for Transport, has announced.

British hauliers will be allowed to enter Finland with a laden or empty goods vehicle to carry loads to and from the UK and in transit through Finland.

UK operators will not be permitted •to carry goods between Finland and a third country unless special permission in writing is given by the Finnish authorities. Cabotage—picking up goods in Finland for delivery at another point in the same country—will not be allowed.

Hire or reward operations must be covered by permit, except for certain exemptions, which are obtainable from the International Freight Office in Newcastle. Own-account operations are permit-free.

The agreement also means that some passenger tourist services from one country to another shall not need to be licensed under the system operating in the other country.

Exemption for UK goods and passenger vehicles from Finnish vehicle taxation has also been agreed.
