Which of the following most accurately describes the problem?

ALL streets in the City Hall area of Belfast will be restricted to one-way traffic from midnight on Saturday. This scheme, costing £50,000, has been worked out by Belfast Corporation and the local police to keep traffic moving in a generally clockwise direction with no delays through streams crossing at junctions.

Cllr. Martin Wallace, chairman of a special traffic committee, said last week that there would be no trial period, as the scheme was intended to be permanent from the start. However, there would probably be teething troubles which would be ironed out in the light of • experience.
