Which of the following most accurately describes the problem?

A COMPLETE ban on loading and

unloading of vehicles in 15 busy Nottingham streets will be imposed as an experiment at the end of this month. The restrictions will be from 8.15 a.m. to 9.15 a.m. and 5.15 p.m. to 6.15 p.m. on July 23 and 25.

Announcing the scheme, Capt. A. Popkess, Chief Constable, said it was hoped to keep an additional stream of traffic Moving. A traffic count would be taken and compared with figures for other days.

Senior police officers added that there would have to be a Ministry of Transport inquiry if any permanent scheme were planned.

The scheme has been introduced because of abnormal traffic conditions and the high accident rate in peak hours.
