Which of the following most accurately describes the problem?

rAA STATEMENT issued by Coventry Transport Committee on Monday, said the policy of employing local labour would be continued. This was interpreted by members of a deputation representing the Indian Workers' Association and the Institute of Working Indians as meaning that coloured men could apply for work. Mr. W. Spencer, the committee chairman, declined to comment on the statement.

There . are vacancies for about 45 bus drivers. The existing vehicle staff does not include coloured workers. Some local coloured people have the necessary qualifications to apply for jobs and, in the opinion of their representatives, about 30 or 40 will seek employment as drivers.
