g• Maintenance problems and failing to declare convictions have led to the deletion of three vehicles from the 13-vehicle/two-trailer restricted licence held by Leeds-based Chrome Plan. North Eastern LA Frederick Whalley has also cut the licence duration to terminate at the end of February.

Vehicle examiner Andrew Barr said he examined three vehicles on 31 August and issued an immediate prohibition and a delayed prohibition. lt had taken 11 weeks and three attempts to clear another prohibition issued in May: eight prohibitions had been issued to the company's vehicles. They were in poor condition and he had doubts about the skill of the maintenance staff. Managing director James McHugh agreed that when the company applied to renew the licence in October 1987, it had stated that there were no convictions recorded against it. He also agreed that there were convictions for unauthorised use and taxing a vehicle at the wrong rate of duty in November 1986 and•in April 1987, and admitted failing to report convictions for two defective tyres.

Whalley did not accept that there had been no deliberate intention to mislead in the renewal application form.
